Shortly after moving to Carmel in 1924, Hugh Comstock began to build whimsical cottages that are tucked into different neighborhoods around town. Many other builders began to follow Comstock’s lead that furthered the town’s storybook ambiance. Locals responded by dressing up their cottages with colorful flowers, and businesses turned barren courtyards into magical gardens that helped to gradually transform Carmel into a full-scale Disneyland.
